The first pope in several centuries to rigorously enforce the Western Church's ancient policy of celibacy for the clergy and attacked the practice of simony considering the behavior of some priests today this celibacy enforcement created a whole new evil in the church. At one point during his papacy he conceived the project of a great military expedition and exhorted the faithful to participate in recovering the Church of the Holy Sepulchre – foreshadowing the First Crusade.
